Abstract
A creative city is a vibrant place that fosters cultural and intercultural learning, where every resident feels confident in their knowledge, skills, and cultural awareness. A creative city emphasizes characteristics that make the city more appealing to its residents. The objective of this research is a comparative assessment of Tehran’s metropolitan districts based on creative city indicators. This study is descriptive-analytical in terms of methodology and applied in terms of purpose. Data collection was conducted using a documentary-library method across four dimensions: quality of life, human capital, social capital, and innovation. The WASPAS decision-making model was used for ranking the districts, and the entropy model was applied to weight the indicators. The innovation of this research lies in its use of a comparative approach and a new model for identifying and evaluating creative city indicators at the urban district scale (Tehran metropolis).The results from employing the WASPAS decision-making model reveal differences among the 22 districts of Tehran concerning creative city indicators. The ranking of districts in terms of being a creative city shows that seven districts (6, 1, 12, 3, 4, 2, and 7) have favorable conditions. Eight districts were found to have moderate conditions, while seven districts (19, 18, 16, 21, 17, 10, and 9)respectively, were in unfavorable conditions and prioritized for urban development planning. Moreover, the findings showed that the economic dimension of the creative city had the highest number of districts (17) in unfavorable conditions.

Abstract
In this regard, the main purpose of this study is to investigate the role of non-governmental organizations in improving the urban management system of Tehran metropolis in six physical, functional, social, economic, environmental and institutional dimensions. The research method was descriptive-analytical and the data collection method was documentary and survey. The research tool was a questionnaire. The statistical population of the study was the citizens of Tehran and the sample size was 383 people. The data were analyzed using T-test and confirmatory factor analysis. The results show that the level of significance in all dimensions is lower than 0.05; Therefore, according to the average scores, NGOs in Tehran have mainly played a greater role in the social and environmental dimensions and in the economic and institutional dimensions in the form of an intermediary relationship between urban management and citizens. In the framework of confirmatory factor analysis, comparison of explanatory variance by six factors showed that social, environmental, functional, physical, economic and institutional factors have the highest variance in explaining the role of factors in the urban management system of Tehran. A total of 20 main factors in explaining the role of semen were confirmed; Thus, it was found that the Samanids, given that they are in direct contact with citizens, can accurately reflect urban issues and realities to the urban management system; For this purpose, it is suggested that first, according to their different functions, the subdivisions should be classified into specialized subdivisions on various urban issues, and also their position in the urban management system should be upgraded.

Abstract
Access, plays an important role in rural development as there is a meaningful relationship between rural development and access to infrastructure services. Villages that have less access to essential services, especially transport, faced with a lot of structural and socio-economic constraints, which are obstacles to sustainable rural development. The present study seeks to examine the accessibility and the factors affecting it. Accordingly, it is considered with descriptive-analytic research method. The statistical population of the study, consisted of villages in the central District of Tabriz County (52 villages) that there needed data were gathered from rural municipals. After validity and reliability of the research, in order to evaluate accessibility, we used the Dematel technique and ANP, then to assess the role of different elements in accessibility of rural areas, we used SEM in Amos software. Initial results of Rural Accessibility Survey showed that the Mayan Sefli village had the highest accessibility and the final result of the research are determining the role of factors in rural accessibility based on factors such as distance from the city, service centers and social status of the village are more effective than other factors in accessibility.
