Abstract

Tourism quality is important factor so that influence in return of tourists. Hence, it needed to be developed tourism quality due to stimulate domestic and foreign investment, increase business, and improve economic and social conditions. This study has an applied perspective relevant to type, and has an analytical approach pertaining to descriptive method. Using a questionnaire and taking the reliability of the data into account, the Cronbach’s alpha coefficient (0.834) and content validity, the data and required information were collected; and analyzing the number of 354 forms referring to the Darband restaurants were performed, with respect to documentary research and fieldwork in the sample tests. Based on facts collected due to satisfy consumptions; we found some gaps including, the widest gap of QoSs is relevant to tangibles with average distance -0.33, and narrowest gap of QoSs is pertaining to responsiveness with average distance 0.34. In next step, using Kano model we categories’ QoSs, and the results, based on customers’ respond, shown that 6 features categorized as “attractive,” 5 features categorized as “one-dimensional,” 6 features categorized as “necessary,” and 2 features as rest of 19 characteristics categorized as “unconcerned.” Eventually, according to the findings performed an inspection due find out about a relation over the Spearman correlation, and education, and income.

Abstract

Introduction and Objectives: Unbalanced distribution facilities and services on Economic, Social and between regions, need to the planning and balanced spatial development the spatial structure of the country is inevitable This study aimed to determine the level development of the provinces of Iran and rank them based on the level of development and different levels of development of the country From 1345 to the present to help make the planning system and national policy has been done.

Methods: This study is based on cognitive research and in terms of the goal of the evaluation research method - comparative. The population according to the latest political divisions of 31 provinces and indexes evaluated 33 indicators in four dimensions (Economic, infrastructure-physical, socio-cultural and health), respectively. For data analysis, factor analysis and cluster analysis techniques were used.

Findings: The results show, between the provinces in terms of development, there are differences and inequalities. So that in Tehran alone during the decades the highest level of development and Sistan and Baluchestan province are the lowest and most disadvantaged. Comparison provinces during different periods of development of the center over the periphery of inequality.

Conclusion: According to the results of research to reduce disparities between provinces The placing of the country due to the talent and potential of each region and prioritizing disadvantage and less developed provinces in the planning of regional demands.

Abstract

Iran is among the countries which id most vulnerable to natural disasters, especially earthquakes. This natural phenomenon creates a disaster in an area of Iran every few years and destroys the human and financial potentials of the country and it has also irreversible mental and emotional consequences. Due to the unexpected nature of most natural disasters and the need for rapid and accurate decision-making and implementation process, fundamental and theoretical basis has created a knowledge called crisis management. Bojnord city is the center of Bojnord town in North Khorasan province and is the largest city in the province. The city is one of the high altitudes of North Khorasan and is a mountainous region from the natural perspective. Based on census population in 2011, Bojnord has a population over 207,196 people. Bojnord is one of the cities that are located in a zoning with a very high relative risk. Moses Baba fault and Dubarar-tower fault of Bojnord are located in the immediate vicinity of city and in some regions the city is built along this fault. Faults in Bojnord have been the origin of devastating earthquakes in history and are able to work once again and threaten the city which determined the importance and role of crisis management and passive defense in earthquake more than ever. In addition to the potential threat, Bojnord faults has made clear the adverse consequences arising from the filling of Bojnord plain from human habitations and the development of the city towards the fault line at a distance of 150 meters and this has also attracted attention to passive defense two times more. Therefore, identifying risk zones (faults and earthquakes) in the city can show the vital artery in low risk decision areas and zones with low risk for the construction of temporary housing camps during the crisis. Bojnord is in a bowl surrounded by mountains and down the valley.

Abstract

This study examined the effect of physical dimensions - space to encourage walking in Tehran. Micro level and macro level of the position of the subject matter, the authors were forced to Amirabad area of Tehran University as an area of study of their choice. The research method is analytical and survey. And the questionnaire for citizens was used. The population of the study, all residents of the neighborhood Amirabad and up Tehran University, using a sample of 384 randomly selected examples. The writers for more accurate research results, the sample size has been increased to 400. For data analysis software is used SPSS21 and LISREL8. The results indicate that the physical dimensions - space and encourage walking there. The amount of factor loadings obtained in all the research indicates that the selected indicators to measure the physical dimensions of space, encourage walking properly measure these dimensions, so that the physical dimensions, safety index (99/0 ) and the spatial dimensions of the security indicator (75/0) have had the highest amount of loadings. In addition, the effect of spatial scale on a direct and positive are encouraged to walk in space as well as the physical dimensions of 34/0 and 42/0 of variance explained that encourage walking.

Abstract

Urban Public Service structuring the form and nature of the physical, social and spatial city; Therefore injustice in how to distribute it, the structure, on nature of the city and class segregation affects urban areas and Urban management is faced with serious challenges. In the same vein, the main purpose of this study, Spatial analysis of enjoyment levels ten main areas of the Shiraz city of Urban service. The research method is descriptive-analytical and its type is practical. In collecting data library method and field has been used. The statistical population of ten main areas of the Shiraz city that according to the 10 overall index and 49 components crucial public services Assessed. For analysis and grading the urban districts from the view point of enjoing public services, some models including Fuzzy TOPSIS, VIKOR and WASPAS have been used and for reaching to a unified result in data analysis of different models, the blended average of ranks has been used. The results of this method showed that Areas 1, 2 and 4 have in the first rank, areas 3, 6 and 7 in the category semi, Districts 8 and 10 low Enjoyment and Zones 5 and 9 enjoyment been lacking in class. The findings of this study show that the distribution of public services in areas of City Shiraz with Spatial justice approach does not match .At the end of this article, strategies according to research findings been proposed.

Abstract

From the late  twentieth century, human kind has found out that if he wants to obtain cost efficiently and continuous utilization of lands, it is better to execute this in a planned framework named management plan. Such idea is became  as an introduction to monitor the land or utilization of lands. Monitoring lands means contribution of an optimized space for land utilization with realization of common upcoming and related to each other in the past, now and in the future.Therefore, the objective  of  this research is to select the suitable lands  with monitoring lands of view in the city of Hamedan using a Multi-Objective Land Allocation method.The aim of Multi-Objective Land Allocation  method use is to contribute  selection of proper lands with monitoring approach based on ideal levels concept which have been executed by 3 different ecologic, socio-economic and strategic aspects existing in the territory.The examined use include agricultural use (water system or dry farming), pasturing use and urban use which based on the highest weight of independent variables, the area has been allocated to mentioned use with land monitoring approach.In what follows, the land suitability map is obtained through MCE operation for each type of land use and the obtained land suitability areas were calculated using these maps for which the results are as follows: irrigated agriculture with 601.176 hectares, dryland farming with 961.193 hectares, urban suitability with 762.984, and rangeland management suitability with 960.552 hectares which is an important criterion for determining the area for implementing MOLA.In the next step, it was time for implementing MOLA module for resolving the contradictions among the  uses.The results of MOLA showed that in average for the three studied aspects, the maximum area was associated with dryland farming with 364.4 hectares which is equivalent to 32% of the studied uses and the maximum weight of 0.4 was associated with irrigated agriculture.These resulted were obtained based on five factors (i.e. the current area of each land use, the favorable area for each land use based on MCE method, the occupational dependencies of different individuals to each land uses, prioritizing the ecological, economic, and social aspects of each land use).Finally, the results showed that selecting the suitable lands with spatial planning point of view using a Multi-Objective Land Allocation method is carried out properly through economic, social, and ecological aspects.

Abstract

One of the Challenging problems of Tehran metropolitan region is Air pollution. Suburban expansion in the form of sprawl patterns have created the travels and transportations, due to the dependence on personal vehicles contributes more than 85 percent of creators of air pollution. The article studied the role of transportation in emergence of urban air pollution in Tehran metropolitan region, have population more than 15.98 million. The method of this paper is of analytical and is based on the secondary data and traditions of the Quantitative research methodology. This article have been wrote in the context of Retroductive strategy and meta-analysis method and compositional research traditions. For analysis of suburban spatial transportation have used Raw Data Intra-Urban and suburban Data in 1395 Year And for spatial analysis of air pollution (PM2.5 and PM10), have been used The raw data from sensing stations and Landsat satellite images (OLI) for three selected days in 1392, 1393, and 1395 as survey samples in the ArcGIS software. The research findings indicate that due to the intensity of transportation flows in Tehran metropolitan, the suburb to the suburb, the suburb to the central city (Tehran) and vice versa, Air pollution center Rise cannot be attributed to Tehran alone, as the area of pollutant sources has been distributed within the "Tehran metropolitan region ".So, the amount of spatial correlation between air pollution maps and transportation flow maps in selected days (2 Bahman 1392, 5 Bahman 1393 and Dec. 7, 1395), in all cases indicated high spatial relations (more than 75%), Confirmation the idea of this paper. Analysis of this situation in triple loops also shows that the highest volume of transportation is in the city of Tehran (CBD), suburban and exurban areas, respectively and the distribution pattern and spatial accumulation of pollution are also subject to this situation.

Abstract

The first step in designing effective programs that are consistent with realities and attaining transcending goals is to develop balanced, proportionate and balanced knowledge and knowledge of the capacities and capacities of each geographic region. Hence, the recognition of the status quo of the regions is inevitable. The purpose of this research is to measure the urban areas of Kohgiluyeh and Boyerahmad provinces and determine the priority of development in each city and each factor. This work was carried out using 84 different combinations of spss components into 8 factors: employment and activity, housing, economic - production, transportation and communication, public utilities, health care, books and literacy and education related to the statistics of 2011 , Using two techniques: a combination of Human Development and Mauritius, and integrating their results into a merger technique. The research method is analytical-descriptive. The statistical population of the research is urban areas of seven provinces (16 cities) of the province. The findings of the research indicate that Boyerahmad, Dena and Gachsaran cities were developed in the first to third grades and the Bahmei city was at the last rank of development of the province, and in the study of all factors individually, Was deprived of the last rank, and the counties of Saram, Kohgiluyeh and Basht were deprived of the level of development and were slightly better than Bahmei, which is why the Bahmei city should be placed in the first priority for development planning.

Abstract

Using the passive defense principles in urban plans and projects is important in the context of land use planning, reinforced concrete, citizen education, and increasing urban resiliency. Observing and adhering to these principles will reduce the vulnerability of the city and citizens to security and military threats. Therefore, this study aims at evaluating the spatial pathology of the physical and social structure of the 6th urban district of Tehran municipality with emphasis on passive defense approach principles particularly citizenship education principle. Therefore, this research has selected the 6th urban district of Tehran municipality, due to its important and sensitive land uses with regional and trans-regional functions as a research area. In this study, the AHP model was used to assess the physical structure pathology. In order to evaluate the social structure damages of the area, three neighborhoods were selected in the region using cluster-spatial sampling. Then, using the survey method, the authors sought to collect the views of the inhabitants. In order to determine the sample size, the Cochran's formula was used. The results of this study indicate that the vulnerability of the region in terms of the physical structure is moderate and downward. Additionally, the social vulnerability of the area is also above average. Finally, the factors influencing the vulnerability of physical and social structure were investigated. Accordingly, it can be concluded that the indicators of population and construction density are the most important factors affecting vulnerability from experts' viewpoint. In addition, it was revealed that education and awareness, resiliency against security-military threats, skill and expertise, respectively, are the effective indicators of the vulnerability of the social structure of the area.

Abstract

This paper aims to explain the inequality and imbalance in the developmental levels of 6 selected cities in North Khorasan. The paper seeks to answer these two questions as to whether the spatial and non-spatial indices in regional disparities have an effect on equality? And can we achieve a functional model based on the evaluation of indicators? In order to achieve the goal and the answer to the question, indicators have been selected based on the importance and effects of the factors in both natural and human aspects. The method of this research is descriptive-analytical in nature and in terms of access to the facts of the descriptive-survey type and in terms of The purpose is to apply. Data analysis was performed using SPSS software and multi-criteria and cellular analysis using the coefficient of variation formula. Thus, the coefficient (from one to another) was determined in each case, the influential elements and the prestigious countries of inequality. The results show that the city of Bojnourd with a coefficient of 90 channels in North Khorasan has been used for structural changes by providing data matrices and presenting maps (with the help of GIS), and the most change coefficient is related to the percentages of urban population percentages. Other results of the study indicate that according to the coefficient of variation and determination of z in the cities of North Khorasan province, Bojnourd city has the first rank in 6 indexes of 10 selected indexes and its z value is 8.57 and the clear distance with Shirvan is The title of the second city is with a z = -3.54. The final finding of this research is modeling in the structural-functional changes and changes in North Khorasan which was proposed at the end of the paper.

Abstract

The urban land management is an l part of the urban management. In some countries such as Iran, there is no integrated urban land management and providing municipal services is assigned to nationwide organisations. This means urban management is offered by the municipality or subsidiaries of the aforementioned organisations such dispersion has occurred during serval decades. It is considered as the roots of organizatinal inefficiencies ( offocial and financial corruption is regarded as basic reasin for many crimes) and the origin or many conflicts between people and organizations(judicial) To do so, it follows an applied analytical descriptive approach. To analyse the data, mathematical and statistical methods were applied using Excel and SPSS.  Moreover, the GIS was used for visualisation and adaptive analysis. The study concluded that lack of clear visions and consequently uncoordinated organisations and their policies, isolated and vertical decision-making, and unmanaged intervention without the required organisational capacities are the critical reasons for inefficient urban land management.

Abstract

Today, due to the transformation of the form of life and the proliferation of quantitative, gradually the qualitative and semantic concepts of the spirit of neighborhood in the minds of residents are dimmed. Factors such as immigration, Changes in the social composition of the population, Continuity of residence and persistence in neighborhoods have diminished. With the lack of infrastructure refinement, due to the lack of local community in the process of identifying problems and accurately measuring their needs, has led to a sharp divide between the efficiency of the neighborhoods and the needs of the inhabitants of the establishment and the neighborhoods have led to inefficiencies. While some modern neighborhoods are planned in a short time. On the contrary, the process is moving traditional neighborhoods. The main question is that the standards of a lasting Iranian neighborhood are up to date, from the point of view of the main inhabitants? The purpose of this paper is to answer the question that, What are the criterias of Up-to-date of persistent Iranian neighborhood, from the perspective of the main inhabitants? This analytical-qualitative study uses the Grounded theory method, Purposeful sampling of 5 neighborhoods with the statistical population is 86 people (until theoretical saturation) from the main residents. By means of position analysis, the final criteria were fixed. The parameters of security, sense of place, social status, spirituality and modern technology are one of the most important criteria for the survival of residents. The results show that the neighborhood, from the point of view of the inhabitants, goes beyond the broad concepts of elitist rigidity, more often than not, in simple mental and intriguing indicators, which require the recognition of the social reality of the people and the real needs of their daily lives with the collaborative interactive planning approach The dialectical relationship is between the opinion of experts and the views of residents in order to refine and update the neighborhood. The manifestation of the concept of Persistent Iranian Neighborhood is updated on the basis of principles: efficiency, persistence, dynamism and continuity in the form of conceptual model.

Abstract

In urban planning, proper distribution of facilities and educational services is important, because only if there is an equity in the distribution of services and land uses, it will be possible for all residents to take advantage from them. The purpose of this paper is to investigate the spatial distribution of schools and the accessibility of households to public education schools in 20th district of Tehran.The research method was descriptive-analytical based on the data and information provided by the education departments. In order to analyzing the spatial distribution of schools we used spatial analysis models in GIS including the nearest neighboring index; multi-spatial analysis and Moran index. Buffer technique has been used to analyze access to public education schools.  Findings showed that all the schools at different levels from primary, secondary, to vocational   schools had a cluster pattern of spatial distribution.  The distribution of public education schools (primary and first period of secondary schools) had a more clustered pattern compared to the specialized schools. 29.9% of the area was not inside the access area of boys' elementary schools. The out of access area of girls' elementary schools,  first period boys' high schools and the  girls' ones were 6,27, 13/7 and 3/7 percent respectively. While some parts of the study region were outside of schools access areas, In some other parts,  5 access areas of elementary schools and 7 access area of first period high schools were overlaid. This also reflects the unequal spatial distribution of schools in the region.

Abstract

In public organizations such as municipalities, the design and deployment of a performance and control assessment system can lead to the proper management of urban managers on the road to achieving goals, tasks, strategies and development plans and urban development, in accordance with the quality, cost and time desired. Therefore, this article attempts to study the satisfaction of urban performance in urban services by using the views of citizens of the city of Farouj. For this assessment, using theoretical studies, 21 types of urban services were selected in three sections: Technical, Public and Cultural Services. At the next stage, the questionnaire was designed based on these services. Then, 400 questionnaires were distributed among the citizens of the case study city. In the next step, 380 questionnaires were completely and correctly collected and entered into SPSS software. Finally, the results of the study were analyzed by statistical tests. The results of the research indicate that the average satisfaction rate of public services in the city of Farouj is 3.53, which can be said that the level of citizens' compliance with this service is in the middle level. The average satisfaction rate of technical services in the city of Farouj has been calculated to be 3.31, and the average satisfaction rate of cultural services in city of Farouj has been calculated to be equal to 3.5. The results of statistical analysis indicate that the level of significance is more than 0.05 in relation to four of the urban services. This means that in terms of the services of sports spaces, the collection and disposal of surface water, the quality of leisure travelers and the respect of the clients, the level of satisfaction of citizens is equal to the average. In relation to two indicators of pedestrian quality and public participation, the mean difference with the statistical test was calculated to be 0.16 and -0.19 respectively, which indicates that the satisfaction of these services is lower than the limit on average. In other indicators, citizens' satisfaction is above average

Abstract

With the increasing population in cities, particularly big cities, demand for public goods and services increased too. But, due to certain political-economic structure of the country, often the rates of supplies growth have been less than the demands’. The high-demand applications such as educational, for many reasons including, Lack of cities’ coordination executive bodies, financial problems and lack of education sector officials with scientific procedures for locating schools, faced with many problems to meet the needs of the students. In large urban areas like Tehran, for various reasons such as high population density and scarcity of land, these problems intensified. Fast, timely and appropriate accessibility to these training centers is very important and necessary in every community, especially in urban areas. And the equitable distribution of these centers in the city led to the establishment of spatial equity and social justice, which is an urban sustainable development objectives. The aim of this research is to evaluate the locating of training centers in primary schools in the district in order to achieve spatial justice. The type of research is practical, based on the purpose of thstudy, and the research method is descriptive-analytic. The data collection method is also documentary-survey. In order to weigh the criteria, experts have been used in the ANP model, and by Using the capabilities and features of geographical information system including: combining maps, raster calculator, network analysis and etc. has been done. Finally, after the implementation of VIKOR sample, the priority areas were identified for building elementary schools. The final output analysis obtained by this method in addition to determining of the compatibility or incompatibility of primary schools in the city will located the optimal sites for building new elementary schools.

Abstract

Today, in view of the growing population and population density in urban areas, especially in densely populated and susceptible cities, the need for an inclusive and comprehensive approach to natural disasters and disasters caused by their occurrence has become more evident . Focusing more than the size of the population in specific urban areas, lack of preventive planning and lack of readiness to deal with accidents such as earthquakes, is a very serious and important threat to citizens and the survival of the city. The capital city of Karaj, as one of the major cities in Iran, has a high risk of earthquakes due to the presence of several active faults inside and outside it. Accordingly, investigations of the seismic vulnerability of this city are one of the necessities of Karaj city management. Regarding this, the metropolis of karaj was selected as the study area. The method of research and analysis of information collected based on database-based methods using the ELECTRE FUZZY model and Criteria for building materials, number of floors, quality of buildings, population density, building density, area of parts, width of passageways, geology, distance from faults, distance from medical centers, distance from public space, distance from urban facilities and travel compatibility for research purposes Were used. The results indicate that 6, 8, 1, and 7 areas of Karaj municipality are vulnerable to earthquake, so that more than 70 percent of Karaj city is vulnerable to earthquake vulnerability on low and low floors and Only about 20% of the city of Karaj due to its proximity to the fault and the high density of population, construction and ... is in high and high risk areas. According to the principles of urban planning, the regulations of 2800 can cover earthquake damage in these areas.

Abstract

One of the UN Millennium Development Goals is women's participation in urban management. This article develops a theoretical framework for analyzing the relationship between community- based planning and women participation in cities. In this regard, collective action, social capital, and neighborhood as location for community planning are used. The framework identifies a series of variables that are theorized to affect a community's capacity to women participation. Method of study is analytical descriptive. The statistical population is women over 18 years old in Nematabad neighborhood. 29 questionnaires are distributed randomly. According to the findings it is recommended that, the strategy for development of community-based planning can be very effective in urban planning system in Iran as this strategy for host communities could bring about social welfare, justice, and socio- economic suitability. Also Social Network, marriage, education level, employment are the most important elements that affect women's participation in the development of community-driven development programs.

Abstract

A city is a vibrant, dynamic, and evolving phenomenon that grows and spreads over time and space, and is exhausted and degraded.It also faces crises such as natural hazards and artifacts, resulting from human relationships and physical elements, on the one hand, and social, economic, cultural, geographical, political, and historical conditions on the other. The deteriorated urban fabric, which has physical, functional and operational deterioration, are resistant to the above-mentioned crises and has low vulnerability. Therefore, the need of intervening in these fabrics is crucial for balancing, coordinating the foundations of social life, and improving the urban structure. In this regard, in this research, priority is given to the dimension of resilient deteriorated urban fabric based on a disaster resilience of place model which is one of the models of urban resilience measurement. This research is a descriptive-analytical according to method and is developmental-applied research in terms of the purpose. Also, Expert Choice software and AHP model are used to analyze the collected data by using a questionnaire. The results of the research indicate that, in three macro areas of Karaj, Hesarak and Mehrshahr, the physical-environmental resilience dimension has the highest weight and organizational-institutional resilience has the least weight. Overall, regarding prioritization of resilience dimensions, criteria and indicators, an increasing per capita of vital use in study areas, changing the economic structure of residents, as well as increasing the skill and coherence of citizens to deal with hazards and crises are important.

Abstract

Industrial revolution and its resulting changes have led to urban horizontal growing. Environmental pollution, more energy consumption, development without planning, Increased spending on infrastructure, particularly in the area of urban construction are the consequences of the urban horizontal growing. To remedy the crisis, efforts have been made to recognize patterns of urban development and the realization of sustainable urban form. Meanwhile, the compact city strategy was presented to solve the proposed problems. Compact city is an urban strategy to tackle the problem of sporadic and uncontrolled physical growth of cities. This study aimed to identify the obstacles to the realization of compact city strategy in the central part of Sari. The research method is qualitative on the basis of a theoretical approach. Data was collected in two ways of documentation and semi-structured interviews. The sample included people involved in urban development projects. Purposeful sampling was done using the snowball technique and finally 10 specialists in the research area were selected as the study sample. Results suggest that the presence of monuments, low interest of investors for construction, and inefficient transport system were among the obstacles of the realization of compact city strategy in the research area
